Li Chunlin, deputy director of the National Development and Reform Commission, introduced that the scale of people's travel during the Spring Festival travel rush has further increased this year, and this year is the first time that New Year's Eve has been included in the statutory holiday, with 8 days off during the Spring Festival. The concentration of passenger flow is relatively high around the Spring Festival. The National Development and Reform Commission has jointly conducted research and planning in an early manner with relevant departments and units, and has taken a number of measures in a comprehensive manner to do its best to meet the travel needs of the people. It mainly includes four aspects: increasing capacity, guiding travel, ensuring smooth operation and optimizing services.

The first is to increase transportation capacity. The railway adopts methods such as adding temporary passenger trains and night high-speed rails to deeply tap the potential for increased transportation, and at the same time ensure the public welfare "slow trains" in remote areas. It is necessary to ensure point-to-point passenger transportation in cities, and also to ensure the travel of people in old, young, border and poor areas. It is estimated that more than 14,000 passenger trains will be arranged every day during the Spring Festival travel rush, with passenger capacity increasing by about 4% year-on-year. Civil aviation has increased the supply of capacity for popular airports and hot-spot routes, with an average daily flight schedule of about 18,500 flights, an increase of 8.4% year-on-year. Highways play an important role in "bottom-up" guarantee and dynamically allocate passenger bus lines. Waterways have increased the deployment of capacity to key routes such as Qiongzhou Strait.

The second is to guide travel. The education department keeps a close eye on key nodes and regions and guides local universities to reasonably arrange students to leave and return to school in an orderly manner. The cultural and tourism department guides tourists to arrange their itineraries reasonably in light of the weather and travel characteristics before and after the Spring Festival. The trade union organized an active consultation with the employer on the start time and holiday time, and organized migrant workers to return home safely and orderly. At the same time, we actively play the role of Internet travel service companies, timely and dynamically release information on passenger flow, road conditions and other information at popular destinations, and strengthen passenger travel reminders.

The third is to ensure smooth operation. Give full play to the comparative advantages of different modes of transportation and the efficiency of comprehensive transportation combinations, strengthen information sharing and service connection, do a good job in short-distance shuttles and night passenger transport, and smooth the "first and last mile". In advance, we will analyze the road sections and toll stations that are prone to congestion during the Spring Festival travel rush, and formulate a detour plan; strengthen road network operation monitoring and information release, strengthen command and guidance during peak hours, timely dispatch and deal with serious congestion, and make every effort to ensure the smooth flow of the road network.

The fourth is to optimize services. Implement the policy of exempting small passenger bus tolls during major holidays, do a good job in the passage of toll stations and service areas during peak hours, and strengthen the service guarantee for charging new energy vehicles. Improve service conditions such as waiting, security checks, transfers and other places in hubs and stations, provide services for key passengers such as the elderly, young, sick, disabled, and pregnant women, to facilitate intelligent travel for the elderly, and migrant workers make appointments to purchase tickets. Carry out the "Warm Winter Action" for the Spring Festival travel rush in depth, and mobilize young people to participate in the main battlefields of the Spring Festival travel rush such as railway stations and passenger stations.
