Wang Yawei, Director of the Emergency Disaster Reduction and Public Service Department of the China Meteorological Administration, introduced at the meeting that since the beginning of winter last year, that is, since December 1, 2024, the national average temperature has been higher than 0.3℃, but the distribution of east-west areas in the cold and warm areas is quite different, and there have been 4 cold air processes in the country. Judging from the precipitation situation, since the beginning of winter last year, the national average precipitation was the third lowest in the same period in history, and the precipitation was relatively low. However, local blizzards also occurred in Heilongjiang, Jilin, Inner Mongolia, Xinjiang and Tibet.

It is expected that during the Spring Festival travel rush, the cold air activity affecting my country will be more frequent, and the intensity will be generally weak, but the temperature will fluctuate greatly. The temperature in eastern, northwest, southwest, etc. is relatively low and precipitation is relatively high. The temperature in most other areas of the country is nearly high and precipitation is relatively low. Before the Spring Festival holiday, there were two cold air processes, one between the 14th and 16th. The temperature in most parts of the country may be low, dropping by 4-6℃, and in some areas, it may drop by more than 8℃. Another time is from the 24th to the 27th, most of the Northeast, eastern Inner Mongolia, eastern Northwest, and most of Xinjiang may experience heavy cooling and snowfall; low temperature, rain and snow weather may occur in the central and northern parts of the southwest. In the second half of the Spring Festival holiday, a weak cold air process affected most parts of my country, and low temperature, rain and snow may occur in the southern part of the northwest and eastern part of the southwest. After the Spring Festival holiday, the weather will gradually warm up, but there are still 2-3 cold air processes. In addition, low visibility weather caused by phased fog may occur in North China, Huanghuai, Southwest and other places.

Based on the above forecast, it is recommended that northern regions strengthen prevention of road icy and snow accumulation caused by phased snowfall on traffic and tourism. Local sections such as high-altitude bridges and tunnels in the southwest region need to prevent adverse effects such as road icy. North China and Sichuan Basins should also pay attention to the adverse effects of low performance visibility on traffic. At the same time, it is recommended to pay close attention to the increased demand for heating energy due to phased low temperature rain and snow weather in the west, northeast and other places, as well as the risk of ice covering of transmission lines and power facilities.
