At the meeting, Xu Qing, Director of the Transportation Department of the Civil Aviation Administration of China, introduced that it is predicted that the passenger volume of civil aviation during the Spring Festival travel rush this year is expected to exceed 90 million passengers, setting a record high for the same period. Faced with the strong travel needs of passengers, the Civil Aviation Administration has made careful arrangements and deployments, mainly making preparations for the Spring Festival travel rush from the following four aspects.

First, make every effort to ensure safe operation. The Civil Aviation Administration attaches great importance to aviation safety. In 2024, when the total number of transport flights in the industry increased by 12.3% compared with 2019, the rate of 10,000-hour responsibilities for transportation aviation decreased by 74.6% compared with 2019, which is one of the main indicators to measure the level of civil aviation safety. China's civil aviation security situation remains generally stable. Recently, two major accidents have occurred in international civil aviation. The Civil Aviation Administration has closely monitored the progress of the accident investigation, learned from one example and deployed the entire industry to comprehensively carry out safety hazard investigation and rectification in light of winter operation characteristics. At present, the Civil Aviation Administration has established a special inspection and supervision team for the Spring Festival travel rush, and has gone to various parts of the country to conduct key inspections on the organization and implementation of winter safety operations of various production and operation units in the industry, daily hidden danger investigation and control, emergency response, etc. The Civil Aviation Administration will strengthen the implementation of safety responsibilities, strengthen production organization, risk prevention and hidden danger investigation and management, and resolutely ensure aviation safety.

Second, improve capacity support policies. Since October last year, the Civil Aviation Administration has organized multiple rounds of analysis and judgment on the Spring Festival travel market situation, and on this basis, it has rolled out the policies for Spring Festival travel service guarantee and capacity optimization support. First, guide airlines to continuously optimize their route networks and strengthen the supply of capacity in key periods and key areas through overtime, switching large aircraft models to perform flights. Second, support airlines to actively provide direct charter flight services for concentrated passenger flows such as migrant workers and students. At the same time, by improving the connection level of trunk lines and branch lines of the air transportation network, improving transit convenience services, and providing passengers with better transit travel options. The third is to focus on strengthening the tracking, monitoring, organization and coordination and emergency response of key aviation logistics channels and key areas to ensure the smooth and orderly air logistics channels during the Spring Festival travel rush. During this year's Spring Festival travel rush, the national average daily flight scheduled is about 18,500, an increase of 8.4% year-on-year, which can effectively meet market demand.

Third, strive to improve service quality. The Civil Aviation Administration requires airlines, airports and other operation guarantee units to further improve passenger service levels on the basis of ensuring aviation safety. First, strengthen coordinated decision-making, optimize operation guarantee processes, and improve the normal level of flights during the Spring Festival travel rush. Second, when a flight changes, flight dynamic information will be released to passengers in a timely manner through text messages, telephone numbers, airlines and airport APPs, and services such as ticket refund and change, passenger collection and transportation. The third is to effectively improve the customer service telephone answering rate of airlines and airports, and open up channels for passengers to report problems. Fourth, focus on the actual needs of the elderly, disabled people, children, first-time passengers, etc., and provide them with convenient travel and payment services in ticket purchase, check-in, boarding and other aspects; in accordance with the requirements of the "Notice on Issuing the Implementation Plan for the Opening of the "Soldiers Priority in the Law" Channel at Civil Aviation Airports", provide convenience for soldiers to take flights.

Fourth, do a good job in emergency response. The Civil Aviation Administration has formulated a winter operation guarantee plan in advance, clarified the duties and responsibilities of each unit, and ensured that all work is carried out in an orderly manner. During the Spring Festival travel rush, all civil aviation units are required to strictly abide by winter operation standards, formulate guarantee plans for multiple scenarios, and quickly launch emergency plans for special situations such as bad weather and unmet operating conditions that may be caused by emergencies, take effective measures to respond to them, and further improve emergency response efficiency. In addition, in response to the Hainan Spring Festival travel guarantee work that everyone is concerned about, this year, the Civil Aviation Administration of China, in conjunction with relevant parties, strengthens the coordinated use of airspace, timely optimizes the allocation of resources in and out of the island according to market demand, increases the supply of capacity in and out of the island, and coordinates with local governments to ensure rapid response and effective response to emergencies, and ensures smooth travel for passengers.
