Hu Weilie, Vice Minister of Justice, said at the meeting that the 10 measures stipulated in the "Opinions" are directed to prominent administrative inspection issues that enterprises and the masses have strongly reflected. In response to the problem of excessive inspection frequency that enterprises strongly reflect, the "Opinions" require reasonable determination of inspection methods. Those that can be implemented through non-site methods shall not be allowed to enter the enterprise for inspection, those that can be merged must be merged, and those that can be joined together must be joined. At the same time, it also limits the upper limit of annual inspection frequency. In response to the opacity and inconsistency of inspection standards that plague enterprises, the "Opinions" clearly require the public to announce inspection standards. If there are conflicts in inspection standards in different departments, we must actively coordinate to avoid enterprises being at a loss due to inconsistent standards. In response to the sports-style inspection issues criticized by the society, the "Opinions" require strict control of special inspections to improve the accuracy of inspections. Especially when inspection matters involve multiple departments, relevant departments are required to jointly formulate inspection plans. In response to the illegal administrative inspections in other places, it is emphasized that administrative inspections involving enterprises should be based on local jurisdiction as the principle, and relevant rules are required to be clarified, and illegal implementation of off-site inspections is strictly prohibited. The relevant competent departments of the State Council should establish and improve the off-site assistance mechanism for administrative inspections before the end of this year.
