The "Guidelines" put forward common requirements for local governments to integrate into the construction of a unified national market. A unified market access system must be implemented, and all market access management measures set by local governments in accordance with the law must be included in the national unified negative list of market access management. We must improve the unified social credit system, include government breach of trust records in the relevant evaluation indicators of government performance appraisal, and strengthen the construction of complaint channels for defaulting and arrears of small and medium-sized enterprises. In response to the problem that some breakpoints and catch points still exist in traffic facilities, all regions should open up dead-end roads, basically eliminate inter-provincial bottleneck sections of the national highway network, and basically open up the main bottlenecks across provinces.
