The reporter learned from the National Development and Reform Commission that in order to standardize the development and construction management of pumped storage power plants and ensure the quality and safety of projects, the National Development and Reform Commission and the National Energy Administration recently jointly issued the "Interim Measures for the Development and Construction Management of Pumped Storage Power Stations" to promote high-quality industrial development.
According to the introduction, the Measures aim to strengthen the construction of new energy infrastructure and standardize the development and construction of pumped storage power stations. It proposes that the development and construction of pumped storage projects should be based on accelerating the planning and construction of new energy systems and building new power systems, and adhere to the principles and requirements of ecological priority, demand orientation, and optimization of layout.
In terms of adhering to ecological priority, we will effectively integrate the concept of ecological priority and green development into the entire process of project planning, approval, construction and operation, strengthen supervision and management of all links, and create an ecological environment-friendly project.
In terms of adhering to demand orientation, we must base ourselves on the present and coordinate the long-term, scientifically clarify the total scale of the national power system pumped storage in the future period, and reasonably guide development expectations.
In terms of adhering to optimization of layout, on the basis of optimizing the scale layout of the national and regional pumped storage, each province (autonomous region, municipality) combines local actual conditions and comprehensively considers the site conditions, electricity price affordability, power grid access and other factors to optimize and clarify the specific project layout.
In terms of adhering to orderly construction, it is necessary to reasonably determine the annual pumped storage development scale and guide the active and orderly construction of pumped storage power stations across the country, focusing on moderate advancement and avoiding excessive advancement.
