Recently, the Ministry of Education issued a revised version of the "Regulations on the Management of Academic Records of Primary and Secondary School Students" (hereinafter referred to as the "Measures"), which clearly stipulates that all students who set up schools in accordance with the law and regulations must establish academic records; and serious and timely deal with the problems of separation of personal status and empty academic records found during the inspection. The Measures shall come into effect on the date of publication.

The revised version of the "School Account Management Measures for Primary and Secondary School Students" includes five chapters, including the establishment and update of academic records, management of student change, and guarantee measures. The Measures highlight educational equity and further refined and regulated the conditions for changes in student status such as cross-provincial transfer and provincial transfer. It is clear that the school transfer and the school registration departments of both schools shall complete the verification of student registration transfer within 10 working days respectively. At the same time, it is required to further simplify cross-provincial transfer materials and realize the "one-stop service" for cross-provincial transfer.

Seriously and promptly deal with issues such as separation of people and family members and students in a timely manner

To implement the integration of general and vocational education, one of the main contents and measures is to share resources, share student status, share credit recognition and share courses. Students who meet the regulations can freely change their academic status between general education and vocational education, giving students more choices. The Measures provide an institutional guarantee from the perspective of student status management.

Focusing on the security of student status information management, the Measures stipulate that education administrative departments at all levels need to establish an early warning mechanism for student status safety management. Managers at all levels should strictly abide by the data usage rules and strictly prevent student record data leakage. If information leakage and illegal use are caused, the relevant persons involved will be dealt with in accordance with the principle of "whoever approves and whoever is responsible" in accordance with the law.
