On February 5, 2007, the Ministry of Commerce issued Announcement No. 8 of 2007, deciding to impose anti-dumping duties on imported potato starch originating from the EU.
On April 18, 2011, the Ministry of Commerce issued Announcement No. 16 of 2011, deciding to adjust the anti-dumping tax rate to 12.6%~56.7%.
On February 5, 2013, the Ministry of Commerce issued Announcement No. 4 of 2013, deciding to continue to impose anti-dumping duties on imported potato starch originating from the EU, with an implementation period of 5 years.
On December 14, 2016, the Ministry of Commerce issued Announcement No. 72 of 2016, deciding that Avibe Cooperative Company shall inherit the tax rate applicable to the anti-dumping and anti-subsidy measures of the Netherlands Avibe Company.
On February 1, 2019, the Ministry of Commerce issued Announcement No. 4 of 2019, deciding to continue to impose anti-dumping duties on imported potato starch originating from the EU, with the implementation period of 5 years from February 6, 2019.
On March 8, 2021, the Ministry of Commerce issued Announcement No. 4 of 2021, deciding that Royal Ivebe Cooperative Company will inherit the tax rate applicable to Ivebe Cooperative Company in the anti-dumping and anti-subsidy measures of potato starch.
According to the Ministry of Commerce's announcement No. 3 of 2021, after the UK's Brexit transition period ends on December 31, 2020, the trade remedies previously implemented against the EU will continue to apply to the EU and the UK, and the implementation period remains unchanged; after this date, the UK will no longer be dealt with as an EU member state.
On February 5, 2024, in response to the application of China's potato starch industry, the Ministry of Commerce issued Announcement No. 4 of 2024, deciding to conduct a final review and investigation on the anti-dumping measures applicable to imported potato starch originating from the EU starting from February 6, 2024. The applicant has not submitted an application for final review of the anti-dumping measures applicable to imported potato starch originating from the UK. From February 6, 2024, the anti-dumping measures applicable to imported potato starch originating from the UK will expire.
According to Article 50 of the Anti-Dumping Regulations, the Ministry of Commerce has proposed to the State Council Tariff Commission to continue to implement anti-dumping measures based on the investigation results. The State Council Tariff Commission has made a decision based on the recommendation of the Ministry of Commerce that from February 6, 2025, anti-dumping duties will continue to be imposed on imported potato starch originating from the EU, with an implementation period of 5 years.
