I have worked hard in Shanghai for nearly 20 years. In order to do business, Chen Xiaohua and her fellow villagers have been working back and forth between Shanghai and Anhui.
To apply for a certificate of (illegal) criminal record, you have to go back to the police station where you are registered; to settle in your hometown, you have to go back; to see a social security in your hometown, and you have to pay in advance first, and then get the invoice back to reimburse...
Chen Xiaohua used to go home, she had to take a bus and then transfer for more than ten hours; later, with the high-speed rail, it took most of the day. Once a round trip, it will take as fast as two days.
"There is no choice. You have to go back to wherever you have a household registration." Chen Xiaohua felt a little helpless.
The permanent population of Shanghai has over 10 million foreign population, and many people run back and forth every year because of cross-provincial affairs.
"Remember, you registered for a transfer in the past few years. What should you do?" Not long ago, Chen Xiaohua and her husband had been married for 10 years and wanted to apply for a couple to settle down. In the household registration book, the dynamic project information is also outdated and needs to be changed. In order to avoid detours, she inquired about several fellow villagers.
"What else can I do? I will apply first in Shanghai, then go back to my hometown to apply for a relocation certificate, and then go back to Shanghai to apply for a household registration." A fellow villager said.
"Add to change the dynamic project information, the process is more troublesome." Another fellow villager added, "You have to ask clearly what materials you need. If you have less or wrong, you have to run one more round trip!"
After asking the fellow villager, Chen Xiaohua and his wife discussed calling the Pengpu Xincun Police Station of Jing'an Branch of Shanghai Public Security Bureau first to ask for precautions.
After understanding the concerns of Chen Xiaohua and his wife, Gu Qin, a police officer from Pengpu Xincun Police Station, who answered the phone, introduced the "new process" of household registration migration -
In the past two years, the Yangtze River Delta has taken the lead in exploring the "one-stop" handling of household registration cross-provincial (city) migration; last year, the public security organs of Shanghai, Jiangsu, Zhejiang and Anhui provinces and one city launched the change of household registration information dynamic projects for residents in the Yangtze River Delta region to cross-provincial (city) service. "You are a resident of the Yangtze River Delta region. You don't have to go back to your hometown, you can do it in Shanghai!" Gu Qin said.
After repeated confirmation, Chen Xiaohua brought her household registration book to the service window of the police station. While applying for household registration transfer, she also handled three dynamic household registration information changes, including marital status, service premises, and occupations. Just after submitting the original household registration book and other materials, Chen Xiaohua received the receipt in less than 10 minutes. Just over two weeks later, she directly received her new household registration book in Shanghai.
"One place application, online circulation, off-site review, and local delivery." Song Kun, head of the Comprehensive Department of the Population Office of the Shanghai Public Security Bureau, said that behind the reform, the flow of information between public security organs in other places has replaced the people's running around, saving time and expenses for the people.
As of the end of 2024, including household registration, the Yangtze River Delta has achieved "one-stop service" across provinces, 40 types of high-frequency electronic certificates and licenses to be shared and mutually recognized, and 74 residents' service matters have achieved "one-card universal".
Now, Gu Qin is more familiar with related businesses. Since the beginning of this year, she has completed the household registration transfer procedures for four residents in the Yangtze River Delta region: "If you complete the procedures as soon as possible, you can get the new household registration book as soon as possible."
