CCTV News: On February 4, the Ministry of Commerce and the General Administration of Customs issued an announcement to announce the decision to implement export controls on tungsten, tellurium, bismuth, molybdenum and indium related items. In accordance with the relevant provisions of the "Export Control Law of the People's Republic of China", "Foreign Trade Law of the People's Republic of China", "Customs Law of the People's Republic of China", and "Regulations on the Export Control of Dual-purpose Items of the People's Republic of China", in order to safeguard national security and interests and fulfill international obligations such as non-proliferation, it was decided to implement export control on the following items with the approval of the State Council: 1. Tungsten-related items

(I) 1C117.d. Tungsten-related materials:

1. Ammonium paratungstate (refer to Customs Product Number: 2841801000);

2. Tungsten oxide (refer to customs commodity numbers: 2825901200, 2825901910, 2825901920);

3. Tungsten carbide not controlled under 1C226 (refer to Customs Product Number: 2849902000).

(II)1C117.c. Solid tungsten with all the following characteristics:

1. Solid tungsten (without particles or powder) with any of the following characteristics:

a. Tungsten alloys with tungsten content greater than or equal to 97% by weight (refer to Customs Product Numbers: 8101940001, 8101991001, 8101999001);

b. Tungsten copper doped with tungsten content greater than or equal to 80% by weight (refer to Customs Product Numbers: 8101940001, 8101991001, 8101999001);

c. Tungsten silver doped with tungsten content greater than or equal to 80% (by weight) (silver content greater than or equal to 2%) (refer to Customs Product Numbers: 7106919001, 7106929001);

2. Can be machined into any of the following products:

a. Cylinders with diameters greater than or equal to 120mm and lengths greater than or equal to 50mm;

b. Pipes with inner diameter greater than or equal to 65mm, wall thickness greater than or equal to 25mm and length greater than or equal to 50mm;

c. Blocks with dimensions greater than or equal to 120mm×120mm×50mm.

(III) 1C004 tungsten-nickel iron alloy with all the following characteristics (refer to Customs Product Numbers: 8101940001, 8101991001, 8101999001) or tungsten-nickel-nickel-copper alloy (refer to Customs Product Numbers: 8101940001, 8101991001, 8101999001):

a. Density greater than 17.5 g/cm3;

b. The elastic limit exceeds 800MPa;

c. The ultimate tensile strength is greater than 1270MPa;

d. The elongation is more than 8%.

(IV) 1E004, 1E101.b. Production of 1C004, 1C117.c, 1C117.d technologies and materials (including process specifications, process parameters, processing procedures, etc.).

2. Tellurium-related items

(I) 6C002.a. Metal tellurium (refer to Customs Product Number: 2804500001).

(II) 6C002.b. Single- or polycrystalline products of any of the following tellurium compound (including substrates or epitaxial sheets):

1. Cadmium telluride (refer to customs commodity numbers: 2842902000, 3818009021);

2. Cadmium zinc telluride (refer to customs commodity numbers: 2842909025, 3818009021);

3. mercury cadmium telluride (refer to customs commodity numbers: 2852100010, 3818009021).

IV. Molybdenum-related items

(I) 1C117.b. Molybdenum powder: Molybdenum and alloy particles with molybdenum content (by weight) greater than or equal to 97% and particle size less than or equal to 50×10-6m (50μm) used to manufacture missile components (refer to Customs Product Number: 8102100001).

(II) 1E101.b. Production of 1C117.b technology and data (including process specifications, process parameters, processing procedures, etc.).

V. Indium-related items

(I) 3C004.a. Indium phosphide (refer to Customs Product Number: 2853904051).

Export operators shall apply for license from the commercial department of the State Council in accordance with the relevant provisions of the "Export Control Law of the People's Republic of China" and the "Export Control Regulations of the People's Republic of China".

This announcement will be officially implemented from the date of its publication. The "List of Export Control for Dual-purpose Items of the People's Republic of China" was updated simultaneously.
