A national data "one account" will be established

This newspaper, Beijing, January 6 (Reporter Wang Yunshan) Recently, the National Development and Reform Commission, the National Data Administration, and the Ministry of Industry and Information Technology jointly issued the "National Data Infrastructure Construction Guidelines" (hereinafter referred to as the "Guidelines"), which clearly stated that by 2029, the national data infrastructure construction and operation system and mechanism will be basically established.

The "Guidelines" propose to form a "one account" for national data, establish a national integrated distributed data catalog covering government, industry, enterprise and other entities, as well as national, provincial, municipal, and county levels, to support the orderly circulation and sharing of data across levels, across regions, systems, departments, and businesses. Support the creation of high-quality data sets in industries such as agriculture, industry, transportation, finance, natural resources, health, education, science and technology, civil aviation, and meteorology.

The Decision of the Third Plenary Session of the 20th Central Committee of the Communist Party of China proposed: "Build and operate national data infrastructure and promote data sharing." National data infrastructure is a new type of infrastructure that provides data collection, aggregation, transmission, processing, circulation, utilization, operation and security services to the society from the perspective of the release of data elements' value. It is an organic whole that integrates hardware, software, model algorithms, standards and specifications, mechanism design, etc. Under the national coordination, the national data infrastructure is composed of various data infrastructure such as regions, industries, and enterprises. Network facilities and computing power facilities are closely related to the national data infrastructure, and through iterative upgrades, they continuously support the circulation and utilization of data.

Du Wei, director of the Digital Technology and Infrastructure Construction Department of the National Data Bureau, said that it is estimated that every 10% increase in data flow will drive GDP growth by 0.2%, and the average promotion rate of data flow to profit growth in various industries is about 10%. The construction and operation of national data infrastructure will support the large-scale data circulation and utilization of various regions, industries and enterprises, promote the full release of the value of data elements, give full play to the advantages of massive data and enrich scenarios, and provide impetus for the development of new quality productivity and the construction of a digital China.
