CCTV News: On January 7, the National Development and Reform Commission issued the "Guidelines for the Construction of a National Unified Market (Trial)" (hereinafter referred to as the "Guidelines"), promoting all regions and departments to accelerate integration and actively serve the construction of a national unified market, and establishing a set of action rules and behavioral norms covering the whole country.

Wang Shancheng, Director of the Department of the Social Reform of the National Development and Reform Commission, introduced that the "Guidelines" put forward directional, framework guidance and phased work requirements for all regions and departments to accelerate integration and actively serve the construction of a unified national market. Specifically, the "Guidelines" put forward specific requirements and goals from three dimensions: what is required, what is prohibited, and what is encouraged.
The "Guidelines" require the "prescribed action" and is a common requirement for local governments to integrate into the construction of a unified national market. For example, we must strengthen coordination and cooperation in traffic facilities where there are still some breakpoints and stops.

Wang Shancheng, Director of the Department of the Social Reform of the National Development and Reform Commission, said that all regions should focus on opening up dead-end roads, basically eliminating inter-provincial bottleneck sections of the national highway network, and basically opening up the main bottlenecks and obstacles of cross-provincial waterways, and increase coordination efforts to break through bottlenecks and constraints on inter-regional transportation infrastructure.

What is prohibited in the "Guidelines" belongs to the "bottom line red line". If it is touched, you must bear the corresponding responsibilities. The "Guidelines" emphasize several "no" that is, what cannot be done, and it clarifies prohibitive provisions on illegally setting up local protection and regional barriers, hindering business entities from accessing and exiting equally in accordance with the law, and affecting fair and impartial bidding and government procurement. Once the clues of related issues are verified, they must be rectified within a time limit. If the rectification is not in place, they must be notified and interviewed by the relevant person in charge. In addition, the "Guidelines" encourage the "optional action", such as guiding regions with conditions to take the lead in trialing relevant policies.
Wang Shancheng, Director of the Department of the Social Reform of the National Development and Reform Commission, said that all regions are encouraged to further open up channels for return and exchange in other places and stores, and guide brand chain physical stores, manufacturers-directed physical stores, and large chain shopping malls and supermarkets to explore the implementation of return and exchange in other places within the province.
