Data circulation security governance rules are an important part of the basic data system. The plan makes specific arrangements from seven aspects: clarifying the security rules of enterprise data circulation, strengthening the security management of public data circulation, strengthening personal data circulation guarantee, improving the responsibility definition mechanism for data circulation security, strengthening the application of data circulation security technology, enriching the supply of data circulation security services, and preventing the risk of data abuse.
In terms of strengthening the protection of personal data circulation, the plan clearly states that for the circulation of personal data, personal consent should be obtained in accordance with the law or anonymized processing, and personal consent should not be obtained through coercion, fraud, misleading, etc. Formulate standards and specifications for the anonymization of personal information, and clarify anonymization operation specifications, technical indicators and circulation environment requirements. It is encouraged to adopt various methods such as national online identity authentication public services to strengthen personal information protection. Improve personal information protection channels for complaints, reports, acceptance and disposal.
It is understood that in the next step, the National Development and Reform Commission and the National Data Bureau will strengthen overall coordination, work with relevant departments to improve and refine rules, strengthen departmental coordination, carry out pilot experiments, release typical cases of data circulation security governance in a timely manner, give full play to the demonstration role, create an innovative environment, and promote the safe and orderly circulation of data.
