Xinhua News Agency, Beijing, February 1 (Reporter Yan Fujing) The National Development and Reform Commission and the State Data Administration recently issued a notice on establishing a price formation mechanism for authorized operation of public data resources, aiming to better promote the healthy and standardized development of public data resource operation institutions by establishing a price formation mechanism that conforms to the characteristics of public data elements.
The notice focuses on the key link of the authorized operation of public data resources. Based on the special role positioning of the operating organization, the government guide price (upper price) is implemented for the public data operation service fee, which not only ensures the healthy and sustainable development of the operating organization, but also prevents it from forming monopoly profits.
The notice clearly states that the operating agency provides data products and services for public governance and public welfare undertakings, and there is no charge for fees; if it is used for industrial development and industry development, public data operation service fees can be charged and government guidance price management can be implemented. At the same time, the maximum allowable income of the operating agency is determined in accordance with the principle of "compensating costs and reasonable profits". Within the scope of no more than the maximum allowable income, the upper limit charging standards will be formulated to consider factors such as the resource use of various products and services under different application scenarios and sales scale.
Public data resource authorization operation price management is a brand new task. The management method must adapt to the characteristics of public data elements, achieve the goal of being both "relaxed" and "controlled", and build a scientific and reasonable price mechanism. The notice will manage the maximum allowable income of the operating organization, and avoid excessive profit-seeking by controlling the allowable income; at the same time, the operating organization will be given certain independent pricing rights, allowing them to determine the specific charging standards on their own within the upper limit charging standards of various products and services, flexibly price according to market conditions, and fully mobilize the enthusiasm of each entity.
