On the afternoon of May 12, President Xi Jinping held talks at the Great Hall of the People in Beijing with President Emomali Rahmon of Tajikistan, who was in China for a state visit.
Xi Jinping congratulated Tajikistan on its 35th anniversary of independence and its major achievements in national construction. Xi Jinping pointed out that mutual firm support is the core essence of China-Tajikistan relations. No matter how the external environment changes, China and Tajikistan will always be good neighbors who help each other, good friends with candor and mutual trust, and good partners working together for development. The signing of the China-Tajikistan Permanent Good-Neighborly, Friendly and Cooperation Treaty will fully demonstrate the high level of political mutual trust between the two countries and provide a solid guarantee for ever-lasting friendship between China and Tajikistan. China is willing to work with Tajikistan to promote the building of a closer China-Tajikistan community with a shared future to better benefit the two peoples.
Xi Jinping emphasized that China will, as always, support Tajikistan in taking a development path that suits its national conditions and support Tajikistan in safeguarding national independence, sovereignty and security. This year is the first year of China’s “15th Five-Year Plan”, and Tajikistan is also making every effort to promote the “National Development Strategy until 2030”. Both sides should focus on high-quality joint construction of the "Belt and Road" and deeply align their development strategies to support their respective development goals. It is necessary to consolidate the good momentum of economic and trade cooperation, tap cooperation potential, and simultaneously improve the scale and quality of trade and investment; it is necessary to ensure the implementation of key projects, expand cooperation in green energy, digital economy, smart cities, artificial intelligence, etc., and enhance the momentum of scientific and technological innovation; it is necessary to deepen people-to-people and cultural exchanges, create a new paradigm of local cooperation, and promote mutual understanding between the two peoples; it is necessary to strengthen law enforcement and security cooperation, resolutely combat the "three evil forces", and jointly maintain regional stability. China welcomes Tajikistan to join the International Court of Mediation and is willing to strengthen cooperation within the frameworks of the United Nations, the Shanghai Cooperation Organization, the China-Central Asia Mechanism and other mechanisms, practice true multilateralism, and promote the construction of a more fair and reasonable global governance system.
Emomali Rahmon said that the comprehensive strategic partnership between Tajikistan and China in the new era is continuously deepening and developing, with fruitful cooperation in trade, investment, transportation, agriculture and other fields, major projects being smoothly advanced, and people-to-people and cultural exchanges becoming increasingly close, bringing benefits to the people of the two countries. The two sides signed the "Treaty of Permanent Good-Neighborliness, Friendship and Cooperation between Tajikistan and China" today, marking that relations between the two countries have entered a new historical stage and will open up new prospects for long-term cooperation between the two countries. Taiwan is an inalienable part of China, and Tajikistan firmly adheres to the one-China principle. Tajikistan looks forward to strengthening practical cooperation with China in key minerals, artificial intelligence, technological innovation and other fields, facilitating personnel exchanges, strengthening educational exchanges, and promoting greater development of bilateral relations. President Xi Jinping's global governance initiative is of great significance to the world. Tajikistan highly appreciates China's unremitting efforts to politically resolve international hotspot issues and its important role in easing the situation in the Middle East. Tajikistan is willing to strengthen multilateral cooperation with China to jointly combat the "three evil forces" and transnational crimes and maintain regional stability.
After the talks, the two heads of state signed and issued the "Treaty of Permanent Good-Neighborliness, Friendly Cooperation between the People's Republic of China and the Republic of Tajikistan" and the "Joint Statement between the People's Republic of China and the Republic of Tajikistan on Deepening the Comprehensive Strategic Partnership for a New Era", and witnessed the signing of more than ten cooperation documents in the fields of political party exchanges, economic and trade investment, artificial intelligence, green minerals, media and other fields.
During the visit, the two sides also signed more than ten cooperation documents in the fields of agriculture, culture, education, housing construction, inspection and quarantine, and market supervision.
Before the talks, Xi Jinping held a welcoming ceremony for Rahmon in the square outside the east gate of the Great Hall of the People.
When Rahmon arrived, soldiers of honor lined up to pay tribute. The two heads of state ascended the reviewing stand, the military band played the national anthems of China and Tajikistan, and a 21-gun salute was fired in Tiananmen Square. Accompanied by Xi Jinping, Emomali Rahmon reviewed the honor guard of the Chinese People's Liberation Army and watched the procession.
That night, Xi Jinping held a welcome banquet for Rahmon in the Golden Hall of the Great Hall of the People.
