The "Opinions" make arrangements in seven aspects: strict electric bicycle production management, certification management, sales supervision, registration management, old vehicle renewal, consumer rights protection, and long-term mechanism construction, and promote adjustment and adaptation of all links in the entire electric bicycle industry chain in accordance with the requirements of the new standards, and accelerate the formation of an industrial ecology and supervision model that meets the requirements of the new standards.

The implementation of the "Opinions" will play an important role in the high-quality development of the electric bicycle industry: First, help manufacturers fully understand the requirements of the "Technical Specifications", launch products that meet the standards as soon as possible and propose certification commissions to accelerate the mass production and market new products; at the same time, guide enterprises to reasonably arrange production rhythms and timely digest inventory vehicles that do not meet the new standards.
