CCTV News: According to the "Customs Release" official account, in May 2025, the General Administration of Customs issued the "Announcement of the General Administration of Customs on Implementing the Mutual Recognition of "Certified Operators" (AEO) of China-Mongolia Customs", which clearly stated that the "Arrangement of the General Administration of Customs of the People's Republic of China and the General Administration of Mongolia on Mutual Recognition of China's Customs Enterprise Credit Management System and Mongolia's Customs AEO System" (hereinafter referred to as the "Mutual Recognition Arrangement") will be officially implemented on June 1, 2025. In order to facilitate enterprises to accurately understand the content of the announcement and enjoy the convenience of AEO between China and Mongolia, the relevant issues are explained as follows: 1. Have you obtained the AEO qualification in China or Mongolia, and will it be recognized when the other country clears?

According to the "Mutual Recognition Arrangement", China and Mongolia recognize each other's "Authorized Economic Operator" (AEO) , Mongolian Customs recognizes China's advanced customs certification enterprises as mutually recognized AEO enterprises, and China Customs recognizes that enterprises certified by Mongolian Customs AEO system are mutually recognized AEO enterprises.

2. What convenient measures can AEO companies from both countries enjoy when customs clearance of goods in each other's countries?

First, it is applicable to a low document review rate. Customs of both parties reduce the document review rate of related goods. In accordance with domestic laws and regulations, the customs of both parties simplify customs clearance procedures by reducing the document review rate of imported goods of the other party's AEO company.

The second is to apply to a lower inspection rate of imported goods. In the risk assessment, the customs of both sides regard AEO companies as low-risk companies to reduce the inspection rate of related goods.

Third, give priority to goods that require actual inspection. Customs of both parties promise to give priority to inspection of goods that need to be inspected by the other AEO company.

The fourth is to designate a customs liaison officer, responsible for communicating and solving problems encountered by project members during customs clearance. The customs of both parties shall each designate one or more liaison officers. If one party’s AEO company encounters problems when customs clearance of customs imports in the other party, the customs liaison officer who receives the report will inform the other party’s liaison officer. The importer's liaison will work hard to resolve the problem and inform the other party of the results.

Fifth, give priority to rapid customs clearance after international trade is interrupted and resumed. Customs of both sides promise that if trade interruptions occur due to escalation of safety warnings, border closures, natural disasters, emergencies or other major accidents, they will provide priority customs clearance for AEO companies after the service is restored.

3. How can Chinese AEO companies operate when exporting goods to Mongolia to enjoy convenient measures?

When Chinese AEO companies export goods to Mongolia, they need to inform Mongolian importers of the AEO code (AEOCN+ 10-digit enterprise codes registered with Chinese customs, such as AEOCN1234567890) and they will declare in accordance with Mongolian customs regulations. Mongolian customs confirms the identity of Chinese customs AEO companies and provide relevant convenient measures.

4. How should Chinese companies fill in the goods when importing goods from Mongolian AEO companies to enjoy convenient measures?

When Chinese companies import goods from Mongolian AEO companies, they need to fill in the Mongolian AEO company code in the column of the "Overseas Consignee" of the import declaration form and the column of the "Overseas Consignee AEO company code" in the column of the "Overseas Consignee" of the import declaration form and the column of the "Overseas Consignee AEO company code" in the column of the air freight manifest. The filling method is: "Country Code (MN) + Enterprise Code", such as "MN2024120003". China Customs confirms the identity of Mongolian AEO companies and provides relevant convenient measures. It should be noted that the Chinese companies here are not necessarily AEO companies, and non-AEO companies (except for untrustworthy companies) can also enjoy relevant convenient measures when importing goods from Mongolian AEO companies.
