Shen Zhanli, spokesperson of the Ministry of Emergency Management and director of the News and Publicity Department, introduced that in the past year, emergency management has insisted on consolidating the foundation and strengthening prevention as the main focus, and made every effort to prevent and resolve major safety risks. The work of safe production has shown the characteristics of "three declines and two stability".
The "three declines" are: the total number of accidents continues to decline. A total of 21,800 production safety accidents of various types occurred throughout the year and 19,600 deaths were reported, a year-on-year decrease of 11% and 7.6% respectively. Major accidents have declined steadily. There were 389 major accidents and 1,500 deaths, a year-on-year decrease of 10.8% and 9.1% respectively. Major accidents have dropped significantly. There were 9 major accidents and 146 deaths, a year-on-year decrease of 43.8% and 49.8% respectively.
The "two stability" is: the safety production situation in most areas is stable. Among the 32 provincial statistical units across the country, 24 have not had any major accidents. The safety production situation in key industries and fields is stable. No major accidents occurred in seven key industries, including agricultural machinery, metal non-metal mines, chemical industry, fireworks, industry and trade, railway transportation, and air transportation.
Shen Zhanli introduced that the Office of the National Disaster Prevention, Reduction and Relief Committee, together with relevant member units, conducted a consultation and analysis on the national natural disaster situation in 2024. In 2024, natural disasters in my country will be mainly floods and geological disasters, typhoons, wind and hail, low temperature freezing and snow disasters, and droughts, earthquakes, forest and grassland fires, and sandstorms will also occur to varying degrees. Various natural disasters have caused 94.13 million people to be affected to varying degrees across the country, 856 people died and disappeared due to the disaster, 3.645 million people were urgently relocated and resettled, 64,000 houses collapsed, 10.089 million hectares of crops, and direct economic losses of 401.11 billion yuan.
The natural disasters throughout the year show the following characteristics: First, the country is generally precipitated, and floods and geological disasters occur frequently. Local rainfall lasts for a long time and overlaps in the fall areas, and the rainfall volume exceeds the historical extreme. Second, there are a large number of typhoons that have generated and landed, and the autumn typhoons seriously affect South China and East China. "Capricorn" is the strongest typhoon to land in my country in autumn since meteorological records. Third, strong convective weather occurs frequently, and wind and hail disasters are numerous and wide. A disaster of low temperature, rain, snow and freezing occurred at the beginning of the year, which had a significant impact on Hubei and Hunan. Fourth, the intensity and frequency of earthquakes increased, and a magnitude 7.1 earthquake occurred in Wushi, Xinjiang. Fifth, the national drought is obvious in stages and the overall disaster is light. Sixth, the fire prevention and extinguishing situation in forest and grassland is stable, and the number of fires is at a historical low.
