Chen Sheng, Director of the Disaster Relief Department of the Ministry of Emergency Management, introduced at the meeting that since last year, the National Disaster Reduction and Relief Office and the Ministry of Emergency Management have based themselves on their own responsibilities, strengthened departmental coordination, and made every effort to guide and support local governments to accelerate the reconstruction and repair of houses, and do a solid job in resettlement of people during the winter and winter and spring assistance.
First is financial support. In 2024, the amount of central disaster relief funds allocated was the largest in the past three years, and the proportion of pre-allocated funds reached a new high. The central winter and spring relief funds allocated by the end of the year were also given special preferences to severely affected provinces and high-altitude areas.
The second is material support. 62,000 central disaster relief supplies were allocated to Liaoning and Hunan to support local governments in winter and spring assistance to the affected people during the recovery and reconstruction period.
The third is policy support. Coordinate the inverted housing added by some provinces in Northeast China due to "frost swelling" in winter into the scope of policy subsidies; promote the appropriate improvement of the transitional assistance standards for severely affected provinces such as Gansu and Qinghai, and truly provide substantive assistance to the affected people.
Fourth, we will work together to support. A joint working group of multiple ministries and commissions was organized to provide guidance on the spot in severely affected areas such as Hunan, Liaoning, and Hainan, and actively coordinate financial arrangements, policy support, technical strength and other resources. Since the beginning of winter, we have worked with finance, discipline inspection and supervision and other departments to conduct on-site investigations on winter and spring relief in 20 provinces, achieving full coverage of severely affected provinces in 2024.
With the joint efforts of all parties, as of now, the completion rate of reconstruction and repair of housing damage caused by disasters in 2024 has reached 64.3% and 83.8% respectively. Among them, Liaoning, Anhui, Fujian, Hubei and other provinces have all completed it, and other provinces are speeding up their progress; some provinces that do not meet the construction conditions in winter and plan to rebuild after the beginning of spring have also helped the affected people solve the problem of winter by encouraging relatives and friends, renting public housing, etc.; in addition, 5.272 billion yuan of central winter and spring relief funds are being distributed in an orderly manner, and will be all distributed in place in the near future. Chen Sheng said that in the next step, the Ministry of Emergency Management will also closely monitor the changes in winter weather and the development of disasters, strengthen consultation and on-duty and duty, keep a close eye on each disaster process, and make every effort to ensure that every affected person can spend the winter safely and warmly.
