1. Background of the issuance of the "Opinions"

The National Comprehensive Pilot Demonstration for Expanding the Opening of the Service Industry (hereinafter referred to as the Pilot Demonstration) is a major opening-up measure of the Party Central Committee and the State Council. It has been implemented in 11 provinces and cities across the country, and its leading and driving role in the opening and development of the service industry nationwide is becoming increasingly apparent. Standards, as an important part of institutional opening up and an important support for the construction of a modern industrial system, are emerging work areas for pilot demonstration. The special promotion of standardization construction in pilot demonstration provinces and cities will help to give full play to the pioneering role of pilot demonstration, strengthen the linkage between departments and local governments, governments and markets, increase the supply of standards at multiple levels and fields, and promote the strengths and make up for shortcomings in my country's service industry through institutional construction; it will help to grasp the trend of global industrial transformation and the reconstruction of international economic and trade rules, lead innovation through standard formulation, explore new development areas, and grasp the initiative in development; it will help to be close to the practice of trade and investment work, facilitate foreign-invested enterprises to enter and deepen the Chinese market, and promote international cooperation in the industrial chain and supply chain.

The Third Plenary Session of the 20th Central Committee of the Communist Party of China clearly stated “a comprehensive pilot demonstration for promoting the expansion of service industry opening up” and deployed “a promotion of standardization construction of service industry.” The Ministry of Commerce and the State Administration for Market Regulation have conscientiously studied and implemented the spirit of the plenary session, further strengthened the coordination and mutual promotion of pilot demonstration and standardization construction work, and formulated and submitted relevant policy documents on the basis of in-depth research and demonstration. 22 central and state organs and departments have participated in policy research in depth and provided many constructive opinions. The pilot demonstration provinces and cities took the initiative to take responsibility, actively claimed work tasks, and enriched the content of the policy documents.

2. Main content

The "Opinions" According to the spirit of the 20th National Congress of the Communist Party of China and the Second and Third Plenary Sessions of the 20th Central Committee of the Communist Party of China, focusing on implementing the strategic deployment of further comprehensively deepening reform and promoting Chinese-style modernization, it put forward the overall requirements and relevant organizational guarantee measures for carrying out standardization construction in pilot demonstration provinces and cities, and clarified 17 key tasks in four aspects. First, serve the national strategy and the overall economic and social situation. Formulate and revise the recycling and utilization standards for bulk consumer goods and renewable resources such as home appliances, home products, and consumer electronics to support equipment renewal and consumer goods exchange for old products. Formulate and revise standards in the fields of life services such as accommodation, catering, elderly care and childcare, and promote the improvement of service consumption. Improve the standard system of emerging industries such as new generation information technology, artificial intelligence, commercial aerospace, and low-altitude economy, and accelerate the application of scientific and technological innovation achievements. Explore the formulation of environmental, social and governance (ESG) evaluation standards to promote green and low-carbon transformation. The second is to promote high-level opening up to the outside world. Improve the investment facilitation and trade facilitation management system and service trade industry standards, improve the transparency and predictability of policy measures, promote the connection between international high-standard economic and trade rules, and accelerate the implementation of China's commitments. Support relevant industries to transform and use foreign advanced standards and develop international standards, serve the international operation needs of domestic enterprises, ensure national treatment of foreign-invested enterprises in standard formulation, and promote international standardized exchanges and cooperation. The third is to improve the foundation of industrial development. Promote differentiated exploration around special and advantageous industries such as new materials, intelligent equipment, life and health and their key links. Focusing on the fields of digital economy, medical health, public services, modern logistics, etc., we will explore and formulate technologies, processes, management and other standards that meet the needs of the integrated development of the modern service industry with the advanced manufacturing industry. Support the demonstration development of key park platforms and standardized construction related to business environment construction. Fourth, build an efficient and coordinated standardized system. Clarify the paths, methods, and related management services and support measures for departments, localities and enterprises to participate in standardized construction, strengthen work linkage, gather work synergy, and create a closed work loop.

At the same time, in order to ensure the implementation of the "Opinions", the Ministry of Commerce and the State Administration for Market Regulation, together with relevant departments, issued the first batch of "Work Task List", which listed the division of labor of each pilot demonstration province and city based on the standards level, field, and corresponding market needs and work needs, and supported relevant provinces and cities to carry out exploration in combination with local characteristics and advantages, and jointly serve the construction of a unified national market. Specifically, it includes 104 standard formulation and revisions and related work tasks, and will be dynamically updated in the future.

In the next step, the Ministry of Commerce and the State Administration for Market Regulation will work with industry authorities to strengthen overall coordination, promote the optimization of the relevant standard construction, implementation, evaluation and summary and promotion system for innovative results, help cultivate and develop new quality productivity, and expand high-level opening up to the outside world.
