CCTV News: On January 13, the National Development and Reform Commission, the National Data Administration, the Ministry of Finance, and the Ministry of Human Resources and Social Security jointly issued the "Implementation Opinions on Promoting the High-Quality Development of the Data Labeling Industry" (hereinafter referred to as the "Opinions"). What is "data annotation"? To simply understand it, it means "labeling" various data such as text, voice, pictures, videos, etc. The document issued this time is the first time at the national level to systematically plan the emerging industry for data labeling.

Start driving, low-altitude economy, intelligent manufacturing, smart medical care and other fields are inseparable from data annotation. It is estimated that in 2023, the scale of my country's data labeling industry will reach about 80 billion yuan.

The "Opinions" released this time proposes that by 2027, the level of professionalization, intelligence and scientific and technological innovation capabilities of data labeling will significantly improve, the scale of the industry will jump significantly, with an average annual compound growth rate of more than 20%. Cultivating and expanding the data labeling industry plays an important supporting role in promoting the innovative development of artificial intelligence.

The "Opinions" also propose to build a data labeling base with significant results and distinctive characteristics to form a relatively complete data labeling industry ecosystem. At present, my country has determined that seven cities including Chengdu, Chenyang, Hefei, and Changsha have undertaken the task of building data labeling bases.

Comprehensive planning to cultivate and strengthen the data labeling industry

This "Opinions" comprehensively plan to cultivate and strengthen the data labeling industry from 13 specific aspects, especially highlighting demand-driven and innovation-driven, and cultivating a group of data labeling gazelle enterprises and unicorn enterprises that have been deeply rooted in the industry.

In terms of deepening demand traction, the "Opinions" proposes for the first time to release the demand for public data labeling, promote the labeling and development and utilization of public data in an orderly manner in accordance with laws and regulations, and explore the demand for public data labeling in key areas such as modern agriculture, intelligent manufacturing, and information services.

In terms of enhancing innovation-driven development, the "Opinions" proposes to improve data labeling standards and support the research and development of technologies and key equipment in the field of data labeling that are integrated with hardware and software, independent and controllable.

In addition, in optimizing the support system, the "Opinions" mentioned that financial and tax support should be strengthened and financial support should be promoted to include data labeling services in the scope of government procurement. At the same time, promote the construction of the data labeling career system and strengthen the support of industrial talents.
