The Central Committee of the Communist Party of China and the State Council issued the Guiding Opinions on Elderly Care Services for the First Time

On January 7, the field of elderly care services released the "Opinions of the Central Committee of the Communist Party of China and the State Council on Deepening the Reform and Development of Elderly Care Services" (hereinafter referred to as the "Opinions"). This is the first time that my country has issued opinions on elderly care services in the name of the Party Central Committee and the State Council. The "Opinions" have many highlights. From a planning perspective, there are clear goals for the elderly care service network in 2029 and 2035. Improving the third-level elderly care service network, classifying and reforming elderly care institutions, and strengthening the integration of medical and nursing care are all very realistic; and the use of high-tech smart elderly care and personalized elderly care are all issues that the people are very concerned about. For example, in terms of home-based elderly care, we will promote the installation of elevators in old communities and carry out aging-friendly renovations at parents' homes, so that children will feel more at ease in the future. In addition, elderly care service institutions and medical service institutions should be connected in both directions to simplify the process of referrals for medical treatment, and strengthen early identification and prevention for high-risk groups in disability. These measures are all for the elderly to care for both elderly care and medical care. For example, narrow the urban-rural elderly care gap and establish an emergency rescue mechanism for left-behind elderly people, elderly people, disabled elderly people and disabled elderly people in rural areas. Urban elderly care institutions can operate rural elderly care service facilities to bring the level of rural elderly care services.

For example, the Ministry of Civil Affairs proposed that elderly care services should be convenient nearby and efficiently utilize county elderly care service resources. The National Development and Reform Commission stated that it is necessary to take the development of the silver economy as a measure to deal with population aging to meet the multi-level and diversified needs of the elderly; accelerate the cultivation of a number of leading enterprises in the silver economy, improve product quality, and expand market-oriented scale. The Ministry of Finance stated that it will further increase fiscal investment, improve the funding guarantee mechanism, and focus on ensuring the needs of elderly people in extreme poverty, disabled elderly people in economic difficulties, etc.
