After the earthquake occurred in Dingri County, Shigatse City, Tibet, General Secretary Xi Jinping attached great importance to it and made important instructions: We must do our best to search and rescue personnel, treat injured people with all our efforts, minimize casualties, prevent secondary disasters, properly resettle the affected people, and do a good job in post-care. It is important to check whether party members and cadres are qualified to see in normal times, stand up at critical moments, and be willing to take risks in times of crisis. The local government issued a notice as soon as possible, and party organizations at all levels, party members and cadres, and relevant rescue forces quickly invested in emergency rescue and disaster relief work, so that the people could see and rely on, and tried every means to ensure the basic life of the people in the disaster area and the warm winter.

In fighting natural disasters, we must strengthen the mobilization of party members and cadres. The prerequisite for strengthening mobilization is "movement". According to actual conditions, administrative mobilization, initiative mobilization, volunteer mobilization and other methods can be flexibly adopted to achieve two-way empowerment of grassroots party organizations and party members, and achieve two-way mobilization within the party and social mobilization, forming a vivid situation of unity and struggle and striving for strength. Strengthening mobilization lies in the fundamental "members", motivate and guide party organizations at all levels and the vast number of party members to act upon orders and move towards needs, give full play to the responsibilities of grassroots party organizations to directly educate, manage and supervise party members, organize publicity and gather and serve the masses, give full play to the role of mass organizations and social organizations, actively make good use of various emerging social organizations and civil groups, promote the transformation of new employment groups into new forces in emergency management, and form a rescue scene where one can work together and unite as one. In August 2022, while the Chongqing wildfire was extinguishing, a large motorbike army, volunteer masses, firefighters, armed police forces carrying bamboo baskets... 20,000 people were relaying to fight the wildfire and rescue, allowing the world to witness the unity of the Chinese.

In fighting natural disasters, we must play a good role in "emergency response". The vanguard and exemplary role of party members is not only reflected in daily life, but also in emergency moments. In the face of disasters and accidents, leading cadres strengthen emergency duty and command, and party members and cadres charge forward and defend their positions, which will help connect the entire chain of "prevention, resistance and rescue" and gather a strong joint force for emergency rescue and disaster relief. The local government clearly requires that party organizations at all levels and the vast number of party members and cadres should build a strong battle fortress to protect the safety of people's lives and property; village work teams and first secretaries should organize and gather the masses to charge forward and defend their positions; party committee organization departments at all levels should actively perform their duties and encourage the vast number of party members and cadres to take responsibility.

In the emergency moment, party members and cadres take the lead, shouting "Follow me" and "Let me come", keep a close eye on key areas and weak links, make various emergency preparations in advance, coordinate the resources and forces of all parties, and mobilize party members and masses. In the emergency moment, party members and cadres charge forward bravely, maintain the spirit of "breaking through" and the spirit of "creation", adhere to social governance and collective prevention and control, and organize the masses to carry out rescue and assistance, disaster prevention and risk avoidance, and self-rescue and mutual rescue.
