On February 18, the Ministry of Housing and Urban-Rural Development held a on-site meeting to promote the construction of a waiting warehouse for allocation and affordable housing in Qingdao City, Shandong Province. The meeting conscientiously implemented the decisions and arrangements of the CPC Central Committee and the State Council on promoting the construction of affordable housing, exchanged and promoted experience and practices, urged the progress of urban work, deployed to accelerate the construction of waiting warehouses, and increase the construction and supply of allotment-based affordable housing.
The delegates listened to Qingdao's experience and practices in promoting the construction of the allotment affordable housing waiting database and watched the demonstration of the information system for the allotment affordable housing waiting database. Everyone feels that Qingdao’s experience and practices are worth learning from. In terms of improving the policy system, multiple documents such as implementation plans, allocating plans, and information management throughout the life cycle are issued to form a "1+N" policy system, and the protection objects and access conditions are reasonably determined based on their own actual conditions; in terms of establishing a normalized application acceptance mechanism, three-level service windows at the municipal, district and street level are set up offline to provide convenient services for unfamiliar online groups, and online waiting service systems are developed and built online waiting service systems to facilitate residents to apply at any time; in terms of improving the departmental joint review mechanism, data from multiple departments such as housing and urban-rural construction, self-regulation, human resources and social security are obtained in real time through the big data government platform to achieve "intelligent comparison" and rapid completion of the review; in terms of reasonable determination of planning plans, 2,700 households have been included in the waiting database sorting, and on this basis, they will adhere to "construction based on needs" and "ordering based on needs" to determine the "15th Five-Year Plan" and annual plan for allocated affordable housing.
The meeting pointed out that planning and construction of affordable housing is an important measure to accelerate the construction of a new model of real estate development and promote the high-quality development of real estate. We must accelerate the construction of waiting warehouses, increase the construction and supply of allotment-oriented affordable housing, and give full play to the important role of the construction of allotment-oriented affordable housing in benefiting people's livelihood, promoting transformation and stabilizing the economy.
