Since the inclusion of chronic obstructive pulmonary disease in 2024 into the health service content of chronic disease patients in the national basic public health service project, about 100 million patients with chronic obstructive pulmonary disease across the country will gradually realize that they can enjoy home-to-door examinations and health follow-up services without leaving home.

Chronic obstructive pulmonary disease is a common chronic disease in my country, second only to hypertension and diabetes. Epidemiological surveys show that the prevalence of COPD among people over 40 years old in my country reaches 13.7%, and the disease has the characteristics of high prevalence, high mortality and high disease burden. However, during the prevention and treatment process, this disease faces difficulties in "three lows": low public awareness, low lung function detection rate, and low standardized treatment rate at the grassroots level.

In March 2024, Wang Chen, a member of the National Committee of the Chinese People's Political Consultative Conference, and Wu Hao, a member of the National Committee of the Chinese People's Political Consultative Conference, submitted a proposal, involving the health management of COPD and put forward targeted suggestions:

"Include chronic obstructive pulmonary disease in the national basic public health services", "Improve the knowledge level and care ability of respiratory diseases of grassroots medical personnel", "Strengthen the management of grassroots chronic obstructive pulmonary disease and promote the further improvement of screening and diagnosis and treatment capabilities of grassroots respiratory diseases"...

After in-depth research and multi-party demonstration, the National Health Commission and other departments jointly issued the "Notice on Doing a Good Job in Basic Public Health Services in 2024" in September 2024, including chronic obstructive pulmonary disease in the health service content of chronic disease patients in the national basic public health service project, and formulated the "Health Service Standards for Patients with Chronic Obstructive pulmonary disease (Trial)", clarifying the service objects, service content, service processes, performance goals and quality control requirements of health services for patients with Chronic Obstructive pulmonary disease, and guiding localities to standardize services.

Wang Chen and Wu Hao and other members were very happy. They found that the document fully absorbed several suggestions from their proposals.

It is not just COPD, but every "small matter" of the representatives and deputies is a "health matter" that concerns the people.

In 2024, the National Health Commission hosted 805 suggestions from deputies to the National People's Congress and 643 proposals from members of the National Committee of the Chinese People's Political Consultative Conference, including 706 sponsored, involving improving the population service system, strengthening mental health services, ensuring the health needs of key groups, improving the capacity of primary medical services, and promoting health science and technology innovation.

Build a solid "health guarantee line" for the prevention and control of grassroots chronic diseases, continue to promote the construction and evaluation of county-level medical communities, improve the level of drug supply guarantee for grassroots medical institutions, increase financial investment in grassroots medical institutions in the western region, and improve infrastructure and equipment conditions...

In the process of handling suggestions and proposals, a relevant person in charge of the Grassroots Health Department of the National Health Commission said that these suggestions and proposals hit the nail on the head and provide an important reference for strengthening the prevention and control of grassroots chronic diseases. They communicated with representatives and deputies one by one through various channels such as telephone, text messages, invitations and discussions, and surveys, carefully explained policies, introduced the progress of work, and strived for the understanding and recognition of representatives and deputies.

It is related to people's livelihood and improving service capabilities. In 2024, the National Health Commission communicated with representatives and deputies in total, and invited 49 representatives and deputies to conduct research and hold discussions; a total of 589 opinions and suggestions from representatives and deputies were adopted, and 45 relevant policies and measures were issued.

"At present, all suggestions and proposals have been completed on time, and all representatives and deputies expressed satisfaction." A relevant person in charge of the General Office of the National Health Commission said that he will continue to attach great importance to the handling of suggestions and proposals, and do everything possible to create conditions for representatives and deputies to perform their duties in accordance with the law, actively promote the integration of the insights of representatives and deputies into health policy planning, and transform them into specific measures to solve key and difficult problems, and continuously enhance the people's sense of health gain.
