The latest data shows that the number of private enterprises in my country accounts for more than 92% of the total number of enterprises; among national high-tech enterprises, the proportion of private enterprises has expanded to more than 92%. A relevant person in charge of the National Development and Reform Commission said that the scale, strength, innovation level and international competitiveness of the private economy will be further improved. In the future, we will continue to resolutely break down obstacles to market access and factor acquisition, and create a unified, open, competitive and orderly market system.

Many measures to promote the development of the private economy
On July 19, 2023, the "Opinions of the Central Committee of the Communist Party of China and the State Council on Promoting the Development and Growth of the Private Economy" was published, covering the development environment, policy support, legal guarantees and other aspects of the private economy, and proposed 31 specific implementation measures. Shortly thereafter, the Central Organization Department formally approved the establishment of the Private Economic Development Bureau as a special agency to promote the development and growth of the private economy within the National Development and Reform Commission, strengthen the overall coordination of policies in relevant fields, and promote the implementation and effectiveness of major measures.
On December 21, 2024, the draft Law on Promotion of the Private Economy was submitted to the Standing Committee of the National People's Congress for deliberation. The draft has 9 chapters and 78 articles, mainly including eight aspects: overall requirements, fair competition, investment and financing environment, scientific and technological innovation, standardized guidance, service guarantee, rights protection, and legal responsibilities. Elevating important measures to promote the development of the private economy into legal norms is of great significance to further optimize the development environment of the private economy, accelerate the construction of a new development pattern, and promote high-quality development.
