CCTV News: According to Jiangjin's WeChat official account release, at around 19:00 on February 16, 2025, some netizens reported on the short video platform that there was water pollution problem in Luohuang Anjia Creek. The Jiangjin District Party Committee and District Government attached great importance to it, and the District Ecological Environment Bureau and Luohuang Industrial Park went to the scene to carry out emergency response at 21 o'clock that night.

After preliminary verification, the sewage reported by netizens overflowed Anjiaxi, causing water pollution to the body is basically true.

1. Basic situation

In recent times, Luohuang Industrial Park has found that some sewage pipelines in the jurisdiction have been damaged and blocked, resulting in sewage overflow. At the same time, it has also received relevant reports from the public that "the Anjiaxi River flowing through the Dayugou near Luohuang Power Plant is polluted", and measures such as dredging and repairing the pipeline network have been taken. The Jiangjin District Integrated Media Center conducted an interview on this issue on January 20, and later released an investigation report in the "Follow Today" column.

On February 10, the sewage pipeline network near Anjiaxi, District B, Luohuang Industrial Park suddenly collapsed, causing sewage overflow. The Luohuang Industrial Park Development Center immediately repaired the collapsed pipeline network and completed the emergency repair on February 13, but some of the overflow sewage still flowed into the damstone pond in the proposed expansion area of ​​the sewage treatment plant, and overflowed into Anjiaxi. The pollution problem of Anjiaxi posted by netizens' short videos is caused by this sewage overflow.

The investigation found that the "white foam problem of drainage of sewage treatment plant" mentioned in the video is that the drainage of sewage treatment plant contains surfactant and other ingredients, which is caused by a large drop in the drainage port to impact the water surface. No abnormalities were found in the "small enterprise base rainwater discharge outlet" issue.

The sampling and monitoring results of the Jiangjin District Ecological Environment Bureau on the morning of February 17 showed that the ammonia nitrogen, total phosphorus and other sections in the Anjia River section downstream of the overflow outlet of the landslide pond exceeded the standard, and the water quality of the Anjia River section at the estuary of the Yangtze River reached the standard.

2. Cause of the incident

1. There are shortcomings in sewage treatment facilities. The Sewage Treatment Plant in Area B of Luohuang Industrial Park was completed and put into use in 2014. The process is relatively backward. In addition, the equipment is aging, resulting in a decrease in the daily sewage treatment volume, which cannot keep up with the rapid development of the park. The sewage pipeline network has a long life, and there are problems such as blockage, settlement, and damage to varying degrees.

The second is that the amount of sewage treatment in the park increases. Due to the rapid development of the industrial economy in the park in recent years, the number of enterprises entering the park has increased year by year, and the amount of sewage discharged by various types of enterprises in nearby small enterprise bases is complex in the discharge of production sewage, and the sewage treatment load is relatively large.

Third, the sewage treatment process needs to be improved. In recent years, newly introduced washing enterprises in the park have included surfactants and other ingredients in the production wastewater, which has increased the difficulty of sewage treatment, resulting in some pollutants not being well treated, and white foam is easily formed after being discharged to the external environment due to impact.

Fourth, the early emergency response is not timely enough. After the overflowing sewage in this area flows into the dormitory pond, no timely measures are taken to be reclaimed, resulting in the overflow of sewage to Anjia Creek.

3. Emergency response

1. Block and intercept sewage. The overflow outlet of the landslide pond is sealed and the sewage leakage route is cut off. At the same time, the sewage overflowing into Anjiaxi is intercepted.

The second is to dispose of sewage. Distribute the pumping machinery to pump the sewage in the dam to the sewage treatment plant for treatment. As of 0:00 this year (February 18), about 2/3 of the sewage in the pond has been drained. At the same time, the sewage spilled into Anjiaxi is treated by disposing of chemicals and other means.

The third is to clean the dam. Organize personnel and machinery to clean the damsilt sludge and aquatic plants. Aquatic plants have been cleaned up now.

The fourth is to strengthen traceability verification. The District Ecological Environment Bureau and Luohuang Industrial Park Development Center have conducted inspections on 13 enterprises around the small and medium-sized enterprise bases, and have investigated and collected evidence for suspected illegal pollutant discharge.

4. Long-term rectification

First is to accelerate the upgrading and transformation of sewage treatment facilities. Promote the comprehensive technical transformation, expansion and upgrading of the sewage treatment plant in District B of Luohuang Industrial Park, and further improve its treatment capacity. It is expected to start construction in June this year and be completed in June next year.
