The Ministry of Industry and Information Technology stated that it will guide small and medium-sized enterprises to strengthen their confidence, adhere to their main business, strengthen their industries, operate in good faith, and take the path of high-quality development from five aspects: ecological empowerment, innovation empowerment, digital empowerment, talent empowerment and service empowerment.

Data shows that as of the end of 2024, the total number of small and medium-sized enterprises in my country exceeded 60 million, of which more than 600,000 scientific and innovative small and medium-sized enterprises, more than 14,000 specialized and new "little giant" enterprises reached 14,600, and 300 specialized and new small and medium-sized enterprises have been cultivated and formed.

In 2022, the Ministry of Industry and Information Technology issued the "Interim Measures for Gradient Cultivation and Management of High-Quality Small and Medium Enterprises". A high-quality small and medium-sized enterprise gradient cultivation system has been built at three levels: innovative small and medium-sized enterprises, specialized and new small and medium-sized enterprises, and specialized and new "little giant" enterprises. Detailed regulations have been made from cultivation conditions, recognition procedures to dynamic management to clarify the development path for small and medium-sized enterprises and guide them to gradually improve their competitiveness at different stages.

In 2024, the Ministry of Industry and Information Technology jointly launched the "Notice on Strengthening Financing Services for Small and Medium Enterprises and Supporting the Development of the Real Economy". In response to the financing difficulties of small and medium-sized enterprises, a number of measures have been proposed, including strengthening financing guarantee support and broadening direct financing channels. By improving financing supporting policies, financial institutions will be guided to increase credit supply to small and medium-sized enterprises, alleviate the financial pressure of enterprises, and ensure that enterprises have sufficient financial support in production, operation and innovative development. This year, the Ministry of Industry and Information Technology will also carry out a one-year "Together Benefit Enterprises" small and medium-sized enterprise service action to help enterprises open up the last mile of policy implementation, reduce costs and increase efficiency.
