CCTV News: According to the website of the State Administration for Market Regulation, in order to strictly implement the "four strictest" requirements for food safety, standardize the bulk transportation of key liquid foods, and prevent the entire chain of food safety risks, the State Administration for Market Regulation plans to implement license management for the bulk transportation of key liquid foods, and research and draft the "Food Safety Law of the People's Republic of China (Draft for Soliciting Opinions on the Amendment Draft)". We are now soliciting public opinions.

The Food Safety Law of the People's Republic of China (draft for comments on the amendment draft) has added one or one amended to the Food Safety Law of the People's Republic of China, as follows:

Additional provisions and contents: The state implements a licensing system for bulk transportation of key liquid foods. Engaged in bulk transportation of key liquid foods, you must have a means of transportation, containers, operators and management systems that are suitable for the foods you are transporting, and obtain a certificate of bulk transportation of key liquid foods in accordance with the law.

The food safety supervision and administration departments of local people's governments at or above the county level shall review the relevant information required by the preceding paragraph submitted by the applicant in accordance with the provisions of the Administrative Licensing Law of the People's Republic of China, and grant licensing if they meet the prescribed conditions; if they do not meet the prescribed conditions, they shall not grant licensing and explain the reasons in writing.

The catalog of key liquid foods is formulated by the State Council’s food safety supervision and administration department in conjunction with transportation management and other departments, and implemented after approval by the State Council.

Modification of the clause: If you violate the provisions of this Law and engage in bulk transportation of key liquid food without obtaining a bulk transportation license for key liquid food, the food safety supervision and administration department of the people's government at or above the county level shall confiscate the illegal gains and impose a fine of not less than RMB 50,000 and not more than RMB 500,000.

If you violate the provisions of this Law and fail to store, transport and load and unload food as required, the food safety supervision and management departments of the people's government at or above the county level shall order the correction and give a warning in accordance with their respective division of responsibilities; if you refuse to correct the correction, you shall be ordered to suspend production and business, and be fined not less than RMB 10,000 and not more than RMB 50,000; if the circumstances are serious, you shall be fined not less than RMB 50,000 and not more than RMB 500,000 and the license will be revoked.
