A relevant person in charge of the National Development and Reform Commission said that in 2025, a series of new measures will be introduced to expand the scope of supporting consumer goods for old-for-new products.


Zhao Chenxin, deputy director of the National Development and Reform Commission, introduced that home appliances that enjoy old-for-new subsidies will be increased from 8 categories in 2024 to 12 categories in 2025, and a single piece can enjoy a maximum subsidy of 20% of the sales price. Taking into account the actual needs of residents' families, each consumer will increase the maximum subsidy of 1 piece to 3 pieces for purchasing air conditioning products. In particular, in line with the expectations of the people, new subsidies for purchasing digital products such as mobile phones are implemented. Expand the scope of support for car scrapping and updates and improve the subsidy standards for car replacement and updates


In addition, in 2025, the expansion of the scope of supporting consumption of old-for-new products also includes: including fuel vehicles that meet the conditions in the National IV emission standards in the scope of scrapping and renewal subsidy, and unified the maximum subsidy limit for automobile replacement and renewal in the country; continue to vigorously support home improvement consumer goods exchange and electric bicycles exchange.

The National Development and Reform Commission stated that the implementation of the "two new" policies plays an important role and significant effect in expanding effective investment, boosting consumer demand, promoting green transformation, and improving social and people's livelihood. Continuing the good experience and practices in 2024, the implementation of the "two new" policies in 2025 will focus on increasing the scale of funds, expanding the scope of support, optimizing the implementation mechanism, and amplifying the leverage effect. In 2025, we will increase our efforts to expand the implementation of the "two new" old-for-new policy
For the consumer goods that everyone is concerned about, the specific policy implementation details have been clarified: continue to support eight types of home appliances such as refrigerators, washing machines, TVs, air conditioners, computers, water heaters, household stoves, and range hoods. Four types of home appliances such as microwave ovens, water purifiers, dishwashers, and rice cookers are included in the subsidy scope.


In addition, new subsidies for purchasing digital products such as mobile phones are implemented. For example, if individual consumers purchase three types of digital products such as mobile phones, tablets, smart watches and bracelets, if the sales price of a single piece does not exceed 6,000 yuan, a subsidy will be given at 15% of the product's sales price. Each consumer can subsidize one piece per type of product, and each piece will not exceed 500 yuan. The central government has preliminarily allocated 81 billion yuan

Fu Jinling, Director of the Economic Construction Department of the Ministry of Finance, introduced that for example, the scope of support for equipment update projects will be expanded to electronic information, production safety, facility agriculture and other fields; the products with old-for-new subsidies for home appliances will be expanded from 8 categories to 12 categories; the subsidies for purchases of digital products such as mobile phones were implemented; the standards for renewal subsidies for new energy cities were appropriately increased, and the average subsidy per vehicle was increased from 60,000 yuan to 80,000 yuan.


Preliminary statistics show that as of the end of 2024, the 150 billion yuan of consumer goods exchange funds arranged by the central government have basically been used. In addition, 150 billion yuan of large-scale equipment renewal funds are allocated according to the Project Law. The Ministry of Finance has allocated all funds to local governments and made it clear to specific projects.
