CCTV News: According to the Chinese Consulate General in Sapporo, various telecommunications fraud cases have occurred frequently recently. Some Chinese citizens in the consular areas, especially international students, reported that they had received calls from many times claiming to be domestic public security, procuratorial and judicial organs or state confidentiality agencies, saying that they had to collect documents or committed fraud on the grounds that the parties were suspected of endangering national security, leaking secrets, and money laundering.

The Consulate General in Sapporo reminds Chinese citizens in consular areas to pay attention to anti-fraud and prevent fraud: Domestic public security, procuratorial and judicial organs and state confidential organs will not notify "receiving documents" or "involved in the case" through telephone, instant messaging software, etc., and will not send "police officer certificates", "arrest warrants", "confidential letters" and other documents through emails and other channels. They will not transfer the phone to the so-called "Interpol Center" or "domestic public security, procuratorial and judicial organs", will not ask for bank account information, and will not require payment of a "guaranteed" or transfer funds to the so-called "safety account".

When receiving such calls, you should immediately hang up and contact the embassy for verification. Please do not disclose important personal information such as name, ID card, passport, address, bank account, etc. on the phone, and do not transfer money or remittance. At the same time, it is recommended to download the "National Anti-Fraud Center" APP to understand common telecom fraud routines and master common knowledge of anti-fraud.

If you are unfortunately deceived, please report the case to the local police as soon as possible. If the money is transferred through a domestic bank, you can call the police at the same time to contact the bank or the public security organ where the domestic household registration is located, and contact the bank in time to try to recover the losses. If you transfer money through WeChat, Alipay and other platforms, you can follow the relevant platform instructions to perform delayed operations or contact customer service for help.
