The modern industrial system is the material and technical foundation of a modern country and an important symbol of achieving economic modernization. Accelerating the construction of a modern industrial system supported by the real economy is a core strategy to win the initiative in the face of a new round of scientific and technological revolution and industrial transformation and win the initiative in global industrial competition. The report of the 20th National Congress of the Communist Party of China emphasized "building a modern industrial system". The Third Plenary Session of the 20th Central Committee of the Communist Party of China put forward systematic reform arrangements for building a modern industrial system around the core goal of promoting Chinese-style modernization. Through practical explorations such as technological innovation-driven, deep integration of digital and actual numbers, regional coordinated research and optimization of factor allocation, local governments have accelerated the formation of a new modern industrial pattern of advanced manufacturing building foundations, strategic emerging industries gathering momentum into chains, and future industries open up new developments, and promoted the leap of "manufacturing power" to "intelligent manufacturing power" in the midst of a century of changes, laying a foundation for promoting Chinese-style modernization and raising pillars and building beams.

Always take the development of the real economy as the foundation of a country and the basis for strengthening the country, firmly grasp the core position of advanced manufacturing in the construction of a modern industrial system, and improve the "ballast stone" of the economy. Since the founding of New China, especially since the reform and opening up, the real economy has always stood up to the backbone of the economy of a major country - the added value of manufacturing has led the world for 14 consecutive years, with more than 220 types of industrial products leading the world's output, building the world's most complete industrial system, and creating a miracle in the history of human industrialization. At present, in the face of severe challenges of the reconstruction of the global industrial chain, we need to anchor the new industrialization path, seek motivation from innovation and vitality from reform, and build a modern industrial system with advanced manufacturing as the backbone. Taking the C919 domestic large aircraft as an example, its research and development and mass production are not only a breakthrough in the entire chain from "shell making" to "core making", but also a vivid epitome of my country's independent innovation and reconstructing the global industrial chain.

Give full play to the role of the incrementalizer for scientific and technological innovation, optimize and adjust the leap of the industrial structure, and reshape the competitive advantages of the industry with new quality productivity. Lead industrial innovation with scientific and technological innovation, "make up for shortcomings" towards "intelligence", and promote the iteration and upgrading of traditional industries, Suzhou has built a chemical fiber weaving industrial brain, and connected the industrial chain data flow through the industrial Internet platform, achieving a decrease of 15% per unit energy consumption and a 20% increase in production efficiency. Breakthroughs into "new" and cultivate strategic emerging industries, Shanghai has built a "independent and controllable" industrial ecosystem for new energy vehicles, conquered more than 300 core technologies such as automotive-grade chips, and achieved the autonomous rate of key components jumping from 45% to 82%. Lay out the "innovation board" to the "forward" and seize the strategic commanding heights of the future industry. Beijing Zhongguancun, Shanghai Zhangjiang and other places are forward-looking in future industrial tracks such as quantum computing and 6G synesthesia integration to cultivate and form a source of new quality productivity.

The real economy and the digital economy are deeply integrated, actively promoting the high-end, intelligent and green industries, and injecting surging momentum into the modern industrial system. Taking "artificial intelligence +" and "data element empowerment" as a breakthrough point, digital infrastructure will become a new industrialization base, and the circulation of data elements will activate the value of the entire industrial chain. Heilongjiang has built 10 digital agriculture demonstration counties, 35,000 Taipei Dou Agricultural Machinery has galloped across the black soil, promoting the increase of grain production capacity by 20%; Chongqing's "East and West Calculation" hub connects east and west, and the digital economy has crossed trillion levels in three years; Shanxi Province has launched a battle for the energy revolution, and the construction of 30 smart factories is counted down, breaking a new path for green breakthroughs in resource-based areas.

Regional collaborative research and improvement of the system and mechanism for market-oriented allocation of factors are important strategic tools to forge the resilience and security of the modern industrial chain. In the practice of building a new development pattern, the Beijing-Tianjin-Hebei and the Yangtze River Delta are taking national strategic scientific and technological strength as the driving force to reshape the new production relationship of "innovation source-achievement transformation-industry collaboration". For example, the scale of technical factor transactions in the three places of Beijing-Tianjin-Hebei exceeded 700 billion yuan, and Hebei's efficiency in undertaking the transformation of scientific and technological achievements in Beijing-Tianjin has increased by 24.7%; the Yangtze River Delta has built a scientific and technological innovation community, implemented 28 joint research projects, and made breakthroughs in the "hard bone" fields such as integrated circuit lithography machines and power batteries solidification, and the risk of breaking the industrial chain has decreased by 30%.

The practice of exploring and building a modern industrial system across the country shows that without the modernization of the industrial system, there will be no economic modernization; without a solid material and technological foundation, it is impossible to fully build a modern socialist country. At present, we must adapt to the general trend of industrial development, promote the supplementary chain of short-term industries, extend the chain of advantageous industries, upgrade the chain of traditional industries, build the chain of emerging industries, and enhance the continuity and competitiveness of industrial development. The core lies in taking the real economy as the "base", scientific and technological innovation as the "lever", and integration of numbers and reality as the "bridge", forming a pattern of gradient development of the "traditional-emerging-future" industry. Looking to the future, we need to overcome key areas such as bridging the computing power gap, promoting the cross-domain circulation of factors, and promoting international mutual recognition of standards. We need to break through core technologies in key areas through the "listing and ranking" mechanism, and build a cross-regional digital community based on the "East Digital and West Calculation" project, and forge a modern industrial innovation ecosystem that is both independent and controllable and connected to the world in a higher level of opening up.
