Faced with the severe situation of the continued deterioration of the world's drug situation, China, as a responsible major global power, not only actively supports and participates in the construction of a global anti-drug system with the United Nations Convention against Drugs as the cornerstone, but also actively promotes the mechanismization of anti-drug cooperation through bilateral, multilateral and regional mechanisms, contributes China's experience, Chinese solutions and Chinese strength to the global drug problem governance, fulfills its mission to a major country, and takes responsibility for the future of mankind.

China is a major contributor to the global drug problem governance. China has unswervingly followed the path of drug problem control with Chinese characteristics. By continuously promoting the people's war on drugs, adopting a zero-tolerance policy for drugs, carrying out the "clear source and cut off flow" action in depth, vigorously rectify prominent drug problems, and fully prevent and control the rebound risk of drug problem; by weaving tight border control and drug-making materials management, deepen the governance of new drug problems, and strictly prevent chemicals from flowing into drug-making channels through international trade channels; by comprehensively carrying out drug prevention publicity and education, we will regularly promote the "Safe Care" action, and continue to strengthen the treatment and assistance of drug users, strengthen drug control and assistance in accordance with the law, focus on innovation-driven, and build a drug governance pattern of co-construction, co-governance and sharing. Over the years, the scale of drug abuse in China has continued to shrink, and the effectiveness of drug abuse control has become increasingly apparent. The drug situation in China continues to improve, and has contributed a lot to the good treatment of drug problems around the world.

China is an important creator and supporter of the current global drug control system. The international community truly realized for the first time that the drug problem is a global issue and needed the international community to unite to fight it together. It began with the 1909 "Shanghai All-China Smoking Association" hosted by the Chinese government. China is almost an important promoter and participant in a series of international drug counter-drug conventions passed by the international community. At the same time, China is an important supporter and party to the three cornerstones of the current United Nations global drug control system - the revised "Single Narcotics Convention, 1961, Psychotropic Drugs Convention, 1971, and "1988 Convention on the Illicit Traffic in Narcotics and Psychotropic Drugs Convention". As one of the five permanent members of the United Nations, the Chinese government actively supports the international anti-drug work led by the United Nations at a multi-level and comprehensive manner, deeply participates in the anti-drug actions organized and led by the United Nations Office on Drugs and Crime, the Narcotics Commission, and the International Narcotics Control Bureau, and actively contributes wisdom and strength to the global anti-drug cause.

China is an important promoter and practitioner of the mechanismization of bilateral, multilateral and regional drug control cooperation. Faced with the "global public enemy", China attaches great importance to cooperation with drug growers, transit countries and consumer countries, and promotes opium poppy eradication and crop replacement programs in the source of drugs through projects such as economic assistance and anti-drug official training; through information exchange and joint law enforcement actions, it will crack down on the illegal production, manufacturing and trafficking of drugs; China also pays great attention to assisting these countries in carrying out capacity building, strengthening their hematopoietic functions, and helping them achieve sustainable development. At the same time, the Chinese government relies on platforms such as the BRICS, Shanghai Cooperation Organization, and Southeast Asian Nations to actively promote the institutionalization of regional drug control cooperation, and work with member states to make important contributions to responding to global drug threats and building a non-toxic society.

China is a pioneer in the global category of fentanyl and synthetic cannabinoids. Starting from May 1, 2019, the Chinese government took the lead in implementing a complete classification and control of fentanyl substances; starting from July 1, 2021, the Chinese government has also included a complete classification and control of synthetic cannabinoid substances. China demonstrates the responsibility of a responsible major country, shaping the future with smart governance, and becoming the world's first country to list fentanyl and synthetic cannabinoids. Among them, China has introduced the concept of "like substances" and implemented "by-like regulation" for fentanyl and synthetic cannabinoid substances, which not only improved the legal normative system for drug control, provided strong legal support for cracking down on and punishing various new drug criminal activities, but also contributed China's strength to the global cooperation to resolve the illegal manufacturing, trafficking and abuse of such drugs.

China is one of the countries in the world with the most drug types and the strictest control of key chemicals. At present, China has listed 509 kinds of anesthetic drugs (including 123 kinds of narcotic drugs, 166 kinds of psychotropic drugs and 220 non-medical narcotic drugs and psychotropic drugs), and has also listed fentanyl substances and synthetic cannabinoid substances in the whole category. Starting from September 1, 2024, China has included 7 substances including 4-(N-phenylamino)piperidine in the "Regulations on the Management of Poisonous Chemicals". At the same time, the state has also revised the "Regulations on the Administration of Narcotic Drugs and Psychotropic Drugs" and will come into effect on January 20, 2025, further optimizing the control of ermosaccharide drugs. The Chinese government strictly implements drug control, unswervingly follows the path of drug problem governance with Chinese characteristics, unswervingly promotes the modernization of drug problem governance system and governance capabilities, and unswervingly contributes Chinese wisdom to global drug problem governance and sustainable development.

On February 1, Eastern Time, US President Trump signed a new presidential decree linking the fentanyl crisis in the United States with China's tariff issues. This method of reversing causal relationships ignores the facts and is not the right way to face up to the root cause of the crisis and solve the crisis. The United States must face up to its own problems, find the causes, dissect pathology, and treat both the symptoms and the root causes. On the basis of strengthening the governance of the crisis of fentanyl-synthesis opioids in its domestic fentanyl, it actively strengthens collaborative cooperation with the international community, including China and Mexico, make good use of the United Nations Office on Drugs and Crime, the Narcotics Commission and the International Narcotics Control Bureau, fully consider the reasonable allocation of international anti-drug responsibilities and obligations, reconstruct strategic mutual trust, build consensus on cooperation, and find solutions in stable and predictable close contact.
