CCTV News: On February 9, the National Development and Reform Commission and the National Energy Administration issued the "Notice on Deepening the Market-oriented Reform of New Energy's On-grid Electricity Prices and Promoting the High-Quality Development of New Energy", promoting all the on-grid electricity volumes such as wind power and solar power generation to enter the power market, and the on-grid electricity price is formed through market transactions.

The main contents of this reform are three aspects. First, promote the comprehensive formation of new energy on-grid electricity prices from the market. In principle, all power on-grids for new energy projects enter the power market, and the price on-grids is formed through market transactions. The second is to establish a price settlement mechanism that supports the sustainable development of new energy. The third is to implement classified measures for distinguishing stock and incremental projects. The mechanism electricity price of existing projects is properly connected with the current policies, and the mechanism electricity price of incremental projects is determined through market-oriented bidding.

Chen Dayu, deputy director of Huaneng Group Energy Research Institute, said: "After the full amount of new energy electricity is entered the market, about 80% of the installed capacity on my country's power generation side, nearly 80% of the power generation on the user side, and about 80% of the electricity consumption on the user side have entered the market. The realization of three 80% indicates that the vast majority of my country's power supply has truly entered the market, which will lay a solid foundation for the construction of a unified power market across the country. my country's power market construction work will enter the 'fast lane'."

The plan proposes to establish a price settlement mechanism for sustainable development of new energy while promoting the full participation of new energy in the market. The electricity included in the mechanism will be compensated for the difference when the market transaction price is lower than the mechanism electricity price, and the difference will be deducted when it is higher than the mechanism electricity price. Through this "more refunds and less compensation" price difference settlement method, enterprises can have reasonable and stable expectations.

Chen Dayu said that this reform has allocated an off-site guarantee mechanism for the market-oriented new energy electricity price, which can continuously develop the price settlement mechanism, which is equivalent to providing insurance for new energy participating markets, eliminating the worries of new energy companies to participate in market competition.

The National Development and Reform Commission stated that this reform has no impact on the electricity price level of residents and agricultural users, and these users still implement the current catalog sales electricity price policy. For industrial and commercial users, static estimates are expected that the average electricity price of industrial and commercial users across the country will be basically the same as last year in the first year of the reform implementation. Areas with loose power supply and demand and low new energy market prices may drop slightly. In the future, the electricity price of industrial and commercial users will fluctuate with electricity supply and demand, new energy development, etc.

Chen Dayu said: "After the full amount of new energy was launched, the existing projects adopted the 'electric market price + over-the-counter price settlement' mechanism, and the fees paid by users did not change. However, incremental new energy projects have improved investment efficiency, and the fees paid by users may decrease."

Industry insiders said that the on-grid electricity price of new energy is fully formed by the market, and the implementation of support measures for the incremental inventory classification is conducive to the formation of real market prices, promoting the efficient allocation of power resources, and guiding the healthy and orderly development of the new energy industry. The value of various power supplies in the power system will be more fully reflected, and better guide the coordinated development of new energy, regulated power supplies and power grids can greatly promote the construction of a unified power market in the country.
