CCTV News: Recently, the National Development and Reform Commission and the National Energy Administration jointly issued the "Notice on Deepening the Market-oriented Reform of New Energy's On-grid Electricity Prices and Promoting the High-Quality Development of New Energy", promoting all the on-grid electricity volumes such as wind power and solar power generation to enter the power market, and the on-grid electricity price is formed through market transactions.

The main contents of this reform are three aspects. First, promote the comprehensive formation of new energy on-grid electricity prices from the market. In principle, all power on-grids for new energy projects enter the power market, and the price on-grids is formed through market transactions. The second is to establish a price settlement mechanism that supports the sustainable development of new energy. After new energy participates in market transactions, a sustainable price settlement mechanism will be established in the settlement process, and the electricity included in the mechanism will be settled according to the mechanism electricity price. The third is to implement classified measures for distinguishing stock and incremental projects. The mechanism electricity price of existing projects is properly connected with the current policies, and the mechanism electricity price of incremental projects is determined through market-oriented bidding.

Chen Dayu, deputy director of Huaneng Group Energy Research Institute, said that after the full amount of new energy electricity entered the market, about 80% of the installed capacity (capacity), nearly 80% of the (generating) power, and about 80% of the electricity consumption on the user side have entered the market. The realization of three 80% indicates that the vast majority of my country's electricity has truly entered the market, which will lay a solid foundation for building a unified national power market, and my country's power market construction work will enter the "fast lane".

New energy power generation is random, volatile and intermittent, especially photovoltaic power generation is concentrated at midday. After fully participating in market transactions, the supply of electricity in the afternoon increased significantly and the price decreased significantly. During the peak evening electricity prices were high, there was almost no power generation output. The actual income available to new energy may fluctuate significantly, which is not conducive to the sustainable development of new energy. To solve this problem, after repeated research, the plan proposes to establish a price settlement mechanism for sustainable development of new energy while promoting the full participation of new energy in the market, and to provide price difference compensation for the electricity included in the mechanism when the market transaction price is lower than the mechanism electricity price, and deduct the price difference when it is higher than the mechanism electricity price. Through this "more refunds and less compensation" price difference settlement method, enterprises can have reasonable and stable expectations.

Chen Dayu, deputy director of Huaneng Group Energy Research Institute, said that this reform has allocated an off-site guarantee mechanism for the market-oriented new energy electricity prices, that is, the sustainable development price settlement mechanism, which is equivalent to an off-site insurance for new energy participating in the market, eliminating the worries of new energy companies to participate in market competition.
