CCTV News: So what impact will this reform have on the power industry? What impact will it have on the electricity price level of end users?
The National Development and Reform Commission stated that this reform has no impact on the electricity price level of residents and agricultural users, and these users still implement the current catalog sales electricity price policy. For industrial and commercial users, static estimates are expected that the average electricity price of industrial and commercial users across the country will be basically the same as last year in the first year of the reform implementation. Areas with loose power supply and demand and low new energy market prices may drop slightly. In the future, the electricity price of industrial and commercial users will fluctuate with electricity supply and demand, new energy development, etc.

Chen Dayu, deputy director of Huaneng Group Energy Research Institute, said that after the full entry of new energy into the market, since the existing projects adopt the electricity price plus the over-the-counter price difference settlement mechanism, the fees paid by users have not changed; however, for incremental new energy projects, the investment efficiency has been improved, and the fees paid by users may decrease.
Industry insiders said that the on-grid electricity price of new energy is fully formed by the market, and the implementation of support measures for the incremental inventory classification is conducive to the formation of real market prices, promote the efficient allocation of power resources, and guide the healthy and orderly development of the new energy industry. The value of various power supplies in the power system will be more fully reflected, and better guide the coordinated development of new energy, regulated power supplies and power grids can greatly promote the construction of a unified power market in the country.

Zou Weiping, deputy director of the Finance and Assets Department of State Grid Co., Ltd., said that this reform is conducive to expanding the scope of market-oriented power transactions, promoting the improvement of market rules, promoting the construction of a unified national power market, and improving the level of consumption and utilization of new energy; it is conducive to promoting the coordinated development of new energy with power grids, users, and regulatory resources, and better ensuring the safe and stable operation of the power system.
Yang Yufeng, head of the major new energy company of State Power Investment Corporation, said that it is conducive to new energy enterprises entering the stage of high-quality development and avoiding the past "land grabbing", especially the incremental part is determined through the bidding mechanism to ensure that new energy projects with advanced technology and leading costs can be better developed.
