Based on the systematic summary of the achievements and experience of the Tianbao Project for more than 20 years, the "Plan" has made top-level design and comprehensive arrangements for the protection and restoration of natural forests in my country in the new era, and clarified the overall requirements, strategic layout, goals and tasks and guarantee measures for the current and future period.

The "Plan" is guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, deeply implement Xi Jinping's ecological civilization thought, firmly establish the concept that green waters and green mountains are gold and silver mountains, adhere to the principle of expanding green, promoting green, protecting green, and coordinating the integrated protection and systematic governance of mountains, rivers, forests, fields, lakes, grasslands and sands, and fully implement the "Natural Forest Protection and Restoration System Plan", aiming to build a healthy, stable and complete natural forest ecosystem, and improve the quality and efficiency of natural forests as the core, and promote high-level protection and high-quality development of natural forests.

The "Plan" proposes that by 2035, the system of natural forest protection and restoration will be basically sound, the area of ​​natural forest will remain at about 2.58 billion mu, the quality will be fundamentally improved, and the natural forest ecosystem will be healthy and stable, and the functions will be complete. The "Plan" clearly states that all natural forests and non-natural public welfare forests will be implemented to fully implement management and maintenance responsibilities, and continuously improve management and maintenance capabilities. The management and maintenance area will be 3.235 billion mu; comprehensive measures such as nurturing, transformation, and promotion of renewal will be adopted to carry out systematic restoration, and key efforts will be made to 401 million mu of forests that urgently need to improve quality; continuously optimize the people's livelihood security mechanism in forest areas, ensure the basic people's livelihood bottom line for employees of state-owned forestry units, promote the green development of forest areas, and strengthen the construction of forest areas infrastructure.

The "Plan" focuses on reform and innovation on the basis of making a stable connection with existing policies. First, implement the integration of natural forest protection and public welfare forest management, implement integrated protection, carry out classified management, implement strict protection in key protected areas, carry out scientific operations in general protected areas, and strive to build a new pattern of protection and development. Second, follow the laws of natural forest succession, combine natural restoration and artificial restoration, carry out conservation, strengthen natural forest system restoration, implement sustainable operation, comprehensively improve forest quality and efficiency, and strive to create a new situation of improving quality and efficiency. Third, by scientifically arranging the tasks of natural forest protection and restoration, we will promote the transformation of "raising people" to "doing things and starting businesses", continue to deepen the reform of forest farms in state-owned forest areas, and strive to improve the new mechanism for people's livelihood security. Fourth, strengthen fund coordination and improve the efficiency of fund use. Subsidies such as state-owned forest management, social insurance, policy social expenditure, forest cultivation and the complete suspension of commercial logging of natural forests in the second phase of Tianbao Project will be integrated into forest protection and restoration subsidies, and will be used by local governments in accordance with regulations for protection and restoration, transformation and development, and people's livelihood security, and strive to improve the new policy of fund support. Fifth, strengthen project database management, implement annual tasks, strengthen daily supervision, fully implement budget performance management, etc., and strive to innovate new methods of assessment and management.
