China News Service, Guiyang | On October 29, according to the press conference of the Guizhou Branch of the People's Bank of China, starting from August 20, 2026, pilots for high-level opening up of cross-border trade have been launched in Guiyang, Zunyi, and Tongren; as of the end of September, 8 pilot banks in the three places served 115 high-quality enterprises, handling 1,669 transactions with an amount of US$289 million.

It is reported that the core of the pilot is to provide "compliance convenience" to physical enterprises: high-quality enterprises enjoy simplified documents, independent review, net settlement, centralized collection and payment of funds, and no need to go to the foreign exchange bureau for special foreign exchange refunds. The banking cooperation period for high-tech and “specialized, specialized and new” enterprises has been relaxed from two years to one year.
Bank of China Guizhou Branch first included 33 original facilitation enterprises in the list. On the first day, it covered three places and processed 62 transactions worth US$17.1212 million, ranking first in the province. As of October 20, the number of pilot enterprises has expanded to 37, with a total of 943 transactions worth US$205 million. It focuses on serving advanced manufacturing and strategic emerging enterprises.
According to the Transaction Banking Department of the Bank of China, enterprises must have true and stable cross-border receipts and payments, no foreign exchange violations, and traceable documents; after certification, "application in seconds and processing in minutes" can be achieved.
The industry regards this as the key infrastructure for Guizhou's new open economic highland in inland areas: using institutional opening to connect mountainous foreign trade to the global capital network.
